Abstract. The article examines the principles of formation and functioning of a public organization in the conditions of modernization of the state in the early 1920s of the XX century. The author has established that such principles as self-organization, independence and self-regulation were inherent in a public organization during the designated period. The mechanism of harmonious interaction between society and government in solving issues of national importance is also shown.
