Federal Law "On Culture in the Russian Federation” as a legal mechanism for solving cultural problems
Abstract. This article focuses on national and regional cultural issues. Proposals have been made for the federal law «On Culture in the Russian Federation» being developed, which is proposed to be considered as a legal mechanism for solving basic cultural problems.

Key words: federal law on culture, problems in the sphere of culture, library of best practices, cultural policy, Declaration of the rights of culture, a set of spiritual and moral values.
