Abstract. Globalization is a modern historical process that has a significant impact on the culture and identity of independent states. Because of this, there is a need to develop and implement a state cultural policy that guarantees Russia the preservation of its national identity and uniqueness. In the context of globalization, the state cultural policy of Russia should become the driving vector for strategic planning of long-term goals of influencing the processes of global development. Goal setting based on the interests of Russian civilization will ensure the preservation and strengthening of the country's sovereignty. The current understanding of culture treats it as a secondary factor of social development. It is necessary to raise the status of cultural policy to a component of the political sphere, turning it into a foreign policy instrument that influences the improvement of the country’s image in the international space, as well as strengthening its influence in the world in order to ensure its own security.
This article examines scientific approaches to the study of globalization processes, based on research on the problems of cultural policy to determine further guidelines for improving the state cultural policy of Russia. The main problems facing the state and society are analyzed and ways to solve them are proposed. The relevance of considering cultural policy in the context of the political process as Russia’s managerial influence on the main spheres of the sociocultural space both within the country and on a global scale is pointed out.
