The National policy of the Soviet Union at the initial stage: federation or autonomy

Abstract. The article is devoted to the national cultural policy at the initial stage of the USSR formation. At this time, was fighting two trends: federalist and autonomist. Both were based on theoretical works of pre-revolutionary times. In General, the federalist line won.
