Abstract. The article is devoted to the consideration of the evolution of state cultural policy in Soviet and post-Soviet Russia. The authors highlight the features of the relationship between the state, the institutionalized cultural sector and culture itself at different stages of its development and outline the possibilities and first achievements of a modern, value-oriented model of state cultural policy in ensuring counteraction to socio-cultural threats and strengthening the national security of the country.
