Abstract. In this article, the protection of state sovereignty and civilizational identity are highlighted as key goals of the Strategy of State Cultural Policy, which is an integral part of the National Security Strategy of Russia. It is proposed to improve the state cultural policy in the context of globalization through the analysis and assessment of geopolitical changes in the international space, including forecasting, goal-setting and planning by actors in the global governance system. The study substantiates the need to elevate the state cultural policy of Russia to a component of the political sphere, which will make it possible to turn it into an intellectual weapon for the protection of sovereignty, opening channels for the expansion of the historical experience of the development of Russian civilization and cultural patterns of activity in the international space. The research is based on the inductive method of knowledge of the English philosopher F.Bacon, which allows us to discover patterns between various phenomena based on facts and empirical data.
