Abstract. The authors proposed the conceptual approach to understanding the strategy of cultural policy in the contemporary situation of globalisation and modernising change. The primary attention is paid to the theoretical comprehension of sociocultural processes and to the problem of the temporal adjustment of the modernisation and innovation vector with Russian mentality and rhythms of cultural development. The issues of the need to create a new cultural milieu for the functioning of society as a system and normative provisions for social practices and cultural orders are also raised.
