State cultural policy to support and availability of arts

Abstract. The article features a short review of reports delivered at the International Expert Conference in the Russian Institute for Cultural Studies on February 4, 2013. The Conference discussed Russian and international practices in the field of the regulation and support of art and culture, evaluated national and international experience in cultural policy implementation.
