Abstract. The review addresses basic ideas and approaches to culture as a development factor, which were demonstrated at the International Cultural Forum in Ulyanovsk (September 2012). The results of the sessions dedicated to the issues of the cultural policy implementation, the strategies of the regional cultural policy, and the role of creative industries in regional development were specially considered. The attention is also focused on the gatherings with participation of the Russian Institute for Cultural Research members as the Institute was among the main actors in discussing the future agenda for culture in Russia.
