Abstract. The article examines the phenomenon of civilizational identity of Russian regions as a key factor in the development of cultural sovereignty of the Russian Federation. The study is based on a historical and cultural analysis of regional cultures, their civilizational matrices and constructions of the formation of collective identity. Particular attention is paid to the interaction of local, national and supranational identities in the context of globalization and information pressure. A theoretical model of cultural sovereignty is proposed, based on the principles of multi-level identity and cultural subjectivity of regions.
